Right Tools, Right Support, Right Time

For survivors of violence, accessing support can be overwhelming. Many face barriers to safety, uncertainty about where to turn, and systems that are difficult to navigate. At the same time, frontline service providers work within fragmented, overstretched frameworks that don’t always provide the tools needed to deliver timely, coordinated support.

For decades, experts worldwide have agreed that enabling timely, accurate, and consensual information sharing is critical to changing outcomes for impacted individuals. Without it, survivors can fall through the cracks, service providers lack the data to advocate for better responses, and systemic change remains out of reach.

That’s why the Safe with Milli Program exists—to bridge these gaps with fit-for-purpose technology, smarter ways of working, and data-driven insights that shape advocacy, service design, and policy.

How the Safe with Milli Program Works

The Safe with Milli Program works in two directions:

  • For service providers – the program equips frontline organisations with digital tools and ways of working that streamline referrals, enhance crisis response, and enable better multi-agency coordination, ensuring survivors get the right support at the right time.

  • For survivors – Milli offers discreet, secure, and survivor-led ways to access help, plan for safety, and regain control over their futures—without increasing their risk.

Survivors need support that is safe, accessible, and truly designed for their realities. Service providers need tools that enhance—not complicate—their ability to respond.

The Safe with Milli Program brings these elements together, combining fit-for-purpose technology, survivor agency, and data-driven insights to create a smarter, more effective and coordinated response. 

From Pilot to Multi-Year Impact

What began as a pilot in 2018 became the catalyst for the formation of Todaybreak and the expansion into a multi-year program. The early successes of the program highlighted the urgent need for fit-for-purpose technology, survivor-led solutions, and better ways of working—laying the foundation for Todaybreak’s mission.

Now supporting service providers across Australia and Canada, the Safe with Milli Program continues to evolve. It is expanding beyond gender-based violence to address human trafficking, child protection, and other complex forms of harm. Better information sharing, survivor agency, and multi-sector coordination are vital for real impact in these areas.
